It would be better expression that the moon moves to the east while moving to west. When the moon is observed at the same time every day, it changes the shape and is shifting from the west to the east. This is as a result of the revolution of the moon.
But when the same month is observed for several hours, it moves and sets to a western horizon. This is as a result of the rotation of the earth.
