Solution
Since there are six multiples of 3 during 1 - 20, it is divided 6 times by three. 
According to the calculation of 20/3 = 6 remainder 2. 
The multiple of 9 can be divided further once again by three. 
Since there are two multiples of 9 is counted during 1 - 20 (20/9 = 2 remainder 2). 
Therefore, sum total 6 + 2 = 8 times.
